CARMEL, Ind. (WISH) — The Carmel City Council on Monday enacted a new ordinance regulating micromobility devices and banning e-moto devices.
The regulations include devices such as electric scooters and bicycles, prohibiting the use of more powerful electric motorcycles and dirt bikes on city streets and paths.
A news release issued Tuesday from the city government said safety was the main reason for the ordinance.
The new regulations include speed limits for micromobility devices, setting a maximum of 20 mph on multi-use paths and trails, and 15 mph on public sidewalks and greenways. Streets have a posted speed limit, but micromobility devices cannot exceed 35 mph.
E-moto devices, which are more powerful and capable of speeds over 20 mph, are completely banned from all city streets, sidewalks, and trails.
The ordinance also mandates that all riders yield to pedestrians, provide an audible warning when approaching, and maintain a three-foot clearance when passing.
A helmet requirement is in place for riders younger than 16, and Class 3 E-bikes cannot be operated by people younger than 15.
Distracted operation, such as using a cellphone without a hands-free device, is prohibited.
Violations of the ordinance will result in financial penalties starting at $100, with the possibility of device impoundment for repeat offenders.
The release said the ordinance aims to promote sustainable transportation while managing potential conflicts and minimizing risks to riders and pedestrians. The city government plans to conduct a public awareness campaign to educate residents about the new rules.
The council will review the ordinance periodically and seek public input before making further amendments.
